Title Help

I am trying to figure out the title of a movie that was out in the 80's. It was set in the late 1800's early 1900's. The story line was a rich (possibly royal, can't remember) family takes in or adopts a poor girl to be a playmate for their daughter. The daughter becomes increasingly jealous of the affection the parents are showing to the poor girl and is always trying to get her in trouble. In the end they become friends. I remember one scene in particular at Christmas time where the parents bought both of the girls similar gifts, included dolls that looked very much alike. Maybe it was a Lifetime film? Anyone might know of the title, it would be appreciated.
