Title Help

I am looking for an old movie where this little boy lives on a hill with his mother while his father is out at sea and it is raining one day and the mother works at a nursing home and leaves and goes in the rain and like picks up her son or something but and the little boy (son) goes to the bottom of the hill and finds this little girl thing wearing a red dress with orangeish hair and he "keeps" her and in the end they swim to the somewhat bottom of the ocean and there is a HUGE bubble of air the people are in and that is where they go to be safe or something.
I really want to watch this movie with my baby sister because it is a good movie and I used to watch it all the time but I haven't seen it in a while and forgot the title and am now going insane trying to find out what the title is.
