Title Help

I'm looking for a movie which there's a guy (not sure what his job was but I think it was like a spy or something) and in the entire movie he was disguising himself and pretending to be someone else. So somewhere in the movie, his target (meaning steal information from her) was a blonde girl who at attended college as an artist or psychology I think (and I think she was I'll or drug addict) she was taking some weird pills and that guy disguised himself to a weird looking street artist and seduced her just to take the information but in the end he really fell in love with her..oh and the "villain" was some Russia dictator or something.. (I thought the protagonist was Heath Ledger but no movie with him was what I was looking for)
