Title Help

Hi, looking for the title of a Bristish period drama from 90s possible 2000s. A TV series. I think it was set pre-war/earlier C20th, it could be earlier. A women has two daughters and has to flee the city (possibly abusive husband or was a widow and in debt). She moves to the countryside to a town which hasn't been built. They live in tents. She mets a handsome man of course who helps, he has curly hair and lives in a traditional caravan. A couple of other memories are her family are so hungry they eat bad potatoes which make them sick, there is also a doctor and wife who are one of the few families who have built their house. Sounds so random typing out but I haven't made it up! Thank you.
