I watched this movie years ago as a teen on netflix, so I hardly remember details. I believe it was regency era-based, and two people die in a little row boat at the end, I *believe* they were brother and sister and I think both drown. I think earlier in the film the sister was courted by a man with a disability, he was at least very interested in her. Maybe it was a limp but I don't really remember, and I think he was connected to education or maybe just was an educated man. Sorry details aren't clear, but the drowning scene at the end I remember being very impactful.
