Title Help

I cannot remember the title of a movie I probably watched way back in 2006 or so. It was set in the 1700s and maybe somewhere in England. There was a woman who was being held captive in a tower (I think it was part of a mansion or castle) who was also insane. I think it was either her brother or some other family member who kept her there and no one else knew she existed. Then if I remember correctly, the brother's (or other family member) wife finds this insane woman locked up...or it was possibly his first wife. I cannot remember if it was his wife or sister that was locked up. If you can help at all that would be awesome.
