I saw a movie growing up that my mom got on VHS. It's set in Victorian times. A man sees a woman wandering around. He takes her into his home. Everyone thinks she's a foreign princess. She has black hair, olive skin, and tattoos. Then they find out she's just an English maid who's been scamming people by lying about being a foreign princess. The movie ends with her leaving and sailing away on a ship.
