Title Help

I'm looking for the title of a war movie about a young boy who was sent away to summer camp by his mother while his father was away at war. While the boy is at camp he teaches himself how to swim. The owner of the camp catches him and teaches him how. Also the mom sends letters to her son on behalf of his dad, but they are really from the mom.
I never got to finish the movie, so I don't know how it ends. I also want to say it could be made about 20 yrs ago give or take 5-10 years either side.
