Title Help

I'm trying to find the title of a movie I saw on TV in early 90s about a girls' private school (or orphanage?) set in 1940s or earlier. It was a vast school campus somewhere in Europe with lots of stairs and lots of land to roam around. The student body was growing over time with more girls. They were gradeschool-age going on to puberty. I remembered the film was very suspenseful. Unfortunately, that's all I can remember. The plot was quite good, just can't remember exactly all of the elements. I'd love to find it and watch it again.
